MOU between Sri Lanka and Netherlands on providing security for commercial ships with Netherlands flag

The Government of Netherlands has requested Sri Lanka to provide services of the Sri Lankan Navy for the Netherlands Navy Brigade serving in the Indian Ocean off the Somali coast on payment basis. Accordingly, the proposal made by President Maithripala Sirisena in his capacity as the Defence Minister to sign the MoU on providing these services between the Defence Ministries in the two countries was approved by the Cabinet of Ministers.

Cooperation Agreement between National Science Foundation in Sri Lanka and Japan Science and Technology Agency

The proposal made by Science, Technology and Research Minister Susil Premajayantha to sign the agreement on cooperation in the science and technology fields was approved.

Providing a land at Imaduwa city to Police Department

The proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka to provide a land of 1 rood and 4.10 perches to the Police Department to construct the Imaduwa Police Station subject to the payment of its assessed value was approved.

Implementating floods mitigating projects - 2017

Many projects have been implemented by the Sri Lanka Land Reclamation and Development Corporation (SLLRDC) to mitigate floods after the flood occurred in Colombo in 2010. Rs. 3,500 million has been allocated in 2016 and projects are being implemented at an estimated cost of Rs. 3,700 million in 2017. The proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka to proceed with the projects was approved.

Providing a land at Imaduwa city to the CEB

The proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka to provide a land of 1 rood and 3.20 perches to the Ceylon Electricity Board to construct the proposed power substation subject to the payment of its assessed value was approved.

Providing a land at Ratnapura New town to Sabaragamuwa Provincial Council

The proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka to provide a land of 60 perches to the Sabaragamuwa Provincial Council to construct the Office of Medical Officer of Health subject to the payment of its assessed value was approved.

Accelerating works of several irrigation projects

Budget 2017 has allocated Rs. 600 million for several irrigation projects and Rs. 300 million has already been released. As some of these projects do not need these funds due to various reasons, the proposal made by Irrigation and Water Resources Management Minister Vijith Wijayamuni Zoysa to use the Rs. 300 million on the Gonagala Thenna tank project, Gurugal Oya tank project, pilot project for establishing ground water supervision system, and infrastructure development projects in the Monaragala district under the Wellassa Navodaya Project was approved.

Amending Judicature Act No 2 of 1978 (appointment of Justices of Peace)

Under the Act, some JPs are appointed to serve certain jurisdictions but due to changes in jurisdictions made time to time, they have informed the Justice Ministry that identifying boundaries of their jurisdiction has practically become difficult. Considering the fact, it has been identified that appointing JPs to an administrative district is more practical. Accordingly, the proposal made by Justice Minister Wijeyadasa Rajapakshe to instruct the Legal Draftsman to amend the article 45 of the Act was approved.

Amending Judicature Act (Increasing number of High Court judges to 85)

It has been observed that at March 2017, there were 5,749 cases in the Civil Appellate Courts, 5,580 cases in the Commercial High Courts, and 16,574 cases in other High Courts and only 75 judges are serving in these courts. Considering the fact, the proposal made by Justice Minister Wijeyadasa Rajapakhe to instruct the Legal Draftsman to amend the Act to increase the number of judges from 75 to 85 accelerating the procedure was approved.

Regulations made under Licensing of Shipping Agents Act No. 10 of 1972

Above regulations have been published on the Gazette No. 1842/16 and dated 27-12-2013 and considering proposals regarding the issues in implementing these regulations, the Cabinet has approved to amend them. Accordingly, the proposal made by Ports and Shipping Minister Arjuna Ranatunga to publish amended regulations in the gazette and present in parliament for approval was approved.

Purchasing 5,000 vials of Trastuzumab injection 440 mg with solvent in 20 ml vial

The proposal made by Health, Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathne to award the tender as recommended by the Cabinet Appointed Procurement Committee to the lowest responsible bidder M/s Pharmace (Pvt.) Limited was approved.

Constructing Phase 2 of Accident and Incentive Care Unit of Kalutara General Hospital

The project was commenced in 2015 and its second phase is to be implemented. The proposal made by Health Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathne to award the construction to the Central Engineering Consultancy Bureau (CECB)/Engineering Services (Pvt.) Limited on design, build and transfer basis was approved.

Allocating houses from Nila Sewana Housing Scheme for Karapitiya Teaching Hospital

About 120 Specialists and 570 Medical Officers serve in the hospital and existing quarters are not adequate for them.The proposal made by Health Nutrition and Indigenous Medicine Minister Dr. Rajitha Senarathne to purchase 10 houses from the Nila Sewana Housing Scheme at Wekunagoda, Galle at a cost of Rs. 38.7 million to the Karapitiya Teaching Hospital was approved.

Constructing pre-fabricated houses in North and East

The Cabinet Committee on Economic Management has recommended to build 6,000 pre-fabricated houses at a cost of Rs. 1.5 million each and the proposal made by Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs Minister D.M. Swaminathan to build the houses and provide them to displaced families on their request and agreement was approved .It has also been decided to appoint a committee of high rank officials to recommend on implementing the project to build 59,000 houses in the Northern and the Eastern Provinces.

Establishing a doppler radar network

The JICA has agreed to grant 2,503 Japanese Yen (approximately Rs. 3422 million) to establish the network in the Department of Meteorology. Accordingly, the proposal made by Prime Minister Ranil Wickremesinghe in his capacity as the National Policies and Economic Affairs Minister to sign exchange notes in this regard and to sign an agreement was approved.

Kandy north-Patha Dumbara integrated Water Supply Project

The project expects to provide safe drinking water to six Divisional Secretary's Divisions. The EXIM bank of China has agreed to grant a concessionary loan to cover its total cost.

The proposal made by Prime Minister Ranil Wickremesinghe, in his capacity as the National Policies and Economic Affairs Minister to enter into a loan agreement in this regard was approved.

Obtaining membership of South Asia Regional Training and Technical Assistance Centre of IMF

The centre was established in 2016. It provides technical assistance to policymakers and public institutions of six neighbouring countries in various fields. The proposal made by Finance Minister Ravi Karunanayake to enter into relevant agreements to obtain training facilities to Sri Lankan officials from the centre was approved..

Implementing HEda Oya Water Supply Project

The Cabinet has already approved to construct a reservoir at the Heda Oya and the proposal made by City Planning and Water Supply Minister Rauff Hakeem to select a contractor through the Swiss Challenge Procurement Scheme to implement the Heda Oya Water Supply Project in line with the above project was approved by the Cabinet of Ministers.
